Many thanks to North Herts Council for providing this information on 29th August 2006.
All of the 21 North Hertfordshire District Council car parks are 100% "pay and display".
1. Height restrictions. The two Multi-Storey car parks have a height restriction of 6 feet 3 inches. All other car parks are open surface with no height restriction.
2. Requirements for parking within bay confines (including any requirement for purchasing two parking tickets where the length of a vehicle means that it overhangs a second bay at its rear). The purchasing of two tickets to allow a vehicle to overhang into another bay is not allowed. Any vehicle which is not parked within a marked bay will receive a Penalty Charge Notice.
3. Any provision of toilet and waste disposal facilities. There is no facility for waste disposal of chemical toilets.
4. Any provision of spaces specifically aimed at motorhomes and/or caravans. There are no designated spaces for motorhomes or caravans. A Motorhome is a vehicle and providing it is of a sufficient size as to park in a marked bay without causing an obstruction to other car park users, there is no problem. All car parks have notices adjacent to the ticket machines stating that any vehicle not parked within a marked bay will receive a Penalty Charge Notice.
5. Any provision for (or ban on) overnight parking. Except for the two Multi-Storey car parks, which are locked overnight, All of the Council's car parks are free on Sundays and Bank Holidays and after 18.00hrs until 08.00hrs Monday to Friday. Although parking is free overnight, sleeping in vehicles is strictly prohibited.
6. Restricted access caused by narrow roads/entrances. All car parks have a minimum entrance/exit of 6 feet 2 inches.
On 10th December 2007, in response to a follow up request, North Hertfordshire District Council stated "I have checked our details and everything seems okay. I would inform you that the Woodside long stay car in Hitchin is a dedicated HGV car park between the hours of 18.00pm and 08.00am Monday to Saturday and all day Sunday and Bank Holidays. There is no charge." On being asked whether it was permissible for motorhomes to use Woodside when it was designated for HGV use the council replied "Motorhomes are more than welcome. I have noticed on visits at night, motorhomes parked up as big as HGV's, there is one regular user who has a converted coach, 40feet x 8feet. Providing chemical toilets are not discharged creating a health and safety issue, I have no objection."
