Motorhome Friendly and Unfriendly Parking in (West) Yorkshire.

Bradford, Calderdale, Kirklees, Leeds, Wakefield.

Bradford

On 10th October 2006 Bradford Metropolitan Borough Council provided the following information:
With regard to your request there are two general conditions I would advise you of, which apply to all car parks within the District.
a) All car parks have a 30cwt vehicle limit.
b) Contained within the Traffic Regulation Order applying to each car park are a number of standard conditions, one of which states; "No person shall use any part of a parking place or any vehicle left in a parking space for sleeping or cooking".
1) There is no expectation that a long vehicle that overhangs the bay to the rear should purchase a second ticket.
2) There are 3 car parks with toilet facilities, but none with waste disposal facilities. The 3 are; South Hawkesworth Street Ilkley, a manned toilet open during the day, Esholt, a coin operated toilet open 24 hours, and Caroline Street Shipley. However the access to Esholt is not suitable for larger vehicles.
3) There are no spaces on any car park designed specifically for motor homes or caravans.
4) There is no ban on overnight parking, but please see b) above. We have on one or two occasions accomodated a motor home in a City Centre car park overnight, but this has been by prior arrangement and the vehicle was not slept in.
5) There are height restrictions on Wilton Street, Simes Street Wigan Street, St. Thomas Road Tyson Street Bradford and Exhibition Road Shipley.

Update 10 July 2007:
Some time after the initial reply from Bradford Metropolitan Borough Council above it came to my notice that many other vehicles (e.g. large 4x4s) weigh in excess of 30cwt (some of the largest 4x4s even being heavier than many motorhomes). A further request for information was sent to the council asking for clarification. In response the council stated "Whereas point a) in my previous response stated that all car parks have a 30cwt limit, this Local Authority chooses not to enforce that particular restriction in respect of motor cars and 4 wheel drive vehicles. However we would look to enforce if commercial vehicles were found parking unless by prior arrangement or for maitenance vehicles. I think you would agree that the enforcement regime would be a complete nightmare if each parking enforcement officer had to carry around with him/her details of all vehicle weights. In fact it would require an attendant full time at the entrance to each car park, preventing vehicles with a weight in excess of 30cwt from entering."

Calderdale

On 15th September 2006 Calderdale Metropolitan Borough Council provided the following information:
The Council provided a spreadsheet (updated 4th April 2008 in response to a follow-up request - see below) containing details of their car parks. This can be download in Adobe Acrobat (pdf) format from here
1. Height restrictions. Details on the spreadsheet.
2. Requirements for parking within bay confines (including any requirement for purchasing two parking tickets where the length of a vehicle means that it overhangs a second bay at its rear). Vehicles must comply with weight restrictions which effectively restrict larger vehicles, but in any event vehicles must park in a single bay.
3. Any provision of toilet and waste disposal facilities. No waste disposal facilities. Toilets nearby some car parks , but no records held.
4. Any provision of spaces specifically aimed at motorhomes and/or caravans. None.
5. Any provision for (or ban on) overnight parking. There are no specific bans, but some car parks are used for markets etc and are effectively closed the day before each market. The Council allows overnight parking but not camping /sleeping etc.
6. Restricted access caused by narrow roads/entrances. Details on the spreadsheet.

On 4th April 2008, in response to a follow-up request, the Council provided the following notes to accompany the updated spreadsheet:
There are no toilet facilities other than public conveniences; There is no provision for disposal of "grey" waste water; There is no provision for water tank filling; Caravans are NOT allowed; Motorhomes are allowed subject to any P & D regulations and weight limits; There is no ban on overnight parking but camping is NOT allowed; The abbreviation LFAR on the spreadsheet = Lit From Adjacent Roads.

Kirklees

On 12th July 2007, Kirklees Council provided the following information:
1. Parking of Motorhomes. All Council operated car parks without height restrictions can be used for parking of motorhomes. Vehicles are permitted to occupy more than 1 space provided that all of the spaces occupied are paid for.
2. Height restrictions. Height restrictions are in place on the majority of car parks in Huddersfield. The internal height varies from 1.98 metres to 2.06 metres. The height of the restrictor in the Bath Street, Huddersfield, car park is 2.3 metres & the purpose of this is to allow market traders to use this car park on market days. Other car parks in Huddersfield where there are no restrictions are as follows:
Car parks where access is available for vehicles over 2.1 metres in height: Brook Street, 30 spaces, maximum stay 3 hours; Railway Station, 14 spaces, maximum stay 1 hour; Albion Street Roof, 38 spaces; Oldgate, 10 spaces, maximum stay 2 hours; Sports Centre, 70 spaces, maximum stay 4 hours; Civic Centre, a small number of spaces by the entrance, maximum stay 4 hours.
The multi-storey car parks situated in Hudersfield at Pine Street, Upperhead Row, Queensgate & Kingsgate all are limited to vehicles weighing less than 3.5 tonnes. Indeed all of the car parks operated by Kirklees solely for the use of cars / motor vehicles have the same weight limit.
There are no car parks in the Dewsbury & Batley areas with height restrictors.
We provide a secure HGV park at Sands Lane, Dewsbury. Parking is free and under 24 hour CCTV surveillance. Heavy goods vehicles are also allowed to park on Carlile Street car park, Meltham. The Sands car park in Holmfirth is also designated as a coach park and as such has marked parking bays for coach parking. The council confirmed that these car parks can be used by motor homes and because of the size of the bays you would only need to pay one fee. 3. Over-night parking & sleeping / eating. The "Off-Street Parking Places Order" which covers the Council's car parks does not allow camping or over-night sleeping on any of the Councils’ operated car parks. There are no toilet & waste disposal facilities within any car park in Kirklees.

Leeds

On 23rd October 2006 Leeds City Council provided the following information:
Leeds City Council does not manage any dedicated provision for motorhomes. Leeds has only one permanent residential site for travellers or Gypsies, at Cottingley Springs in South Leeds. This site is full and has a long waiting list.
The council owns and runs several car parks in the following areas:
Leeds City area: Kirkstall Road, Burley Road, Beckett Street, Portland Crescent, Claypit Lane, Hunslet Lane, Meadow Lane, Quarry Hill, Markets, West Street, Woodhouse Lane Multi storey.
Otley: North Parade, Courthouse Street, Walkergate, Burras Lane, Beech Hill, Cross Pipes.
Boston Spa: High Street, Stables Lane.
Farsley: Andrews Square, Charkes Street.
Garforth: Barley Hill Road, Main Street.
Guiseley: Springfield Road.
Holt Park: Holt Park Asda.
Horsforth: Fink Hill, New Street.
Morley: Albion Street, Annie Street, Commercial Street, High Street, Queensway.
Pudsey: Leisure centre, Lidgett Hill, Market Place, Robin Lane, Victoria Road.
Rothwell: Blackburn Hall, Butcher Lane (2 car parks), Church Street, Marsh Street.
Wetherby: Crossley Street, St James Street, Wilderness.
Yeadon: Ivegate, Silver Lane.
All Leeds City Council managed car parks have a ban on camping & overnight sleeping, a weight restriction of 3 metric tons, and a requirement to park within a marked bay (if there is one). Woodhouse Lane Multi-Storey car park in the city centre area also has a height restriction of 1.8 metres. There are no places in these car parks that are specifically aimed at motorhomes and/or caravans.
Obviously, the council cannot speak for car parks owned by other organisations or individuals, or for motorhome and caravan facilities owned by other organisations or individuals in the Leeds area.

Wakefield

On 18th September 2006 Wakefield Metropolitan Borough Council provided the following information:
1. Height restrictions. We have heights restrictions of 2.5 metres on our Castlefields (Castleford), Friarwood and Stuart Road (both Pontefract) car parks we also have two multi storey car parks in Wakefield, Rishworth Street and Marsh Way.
2. Requirements for parking within bay confines (including any requirement for purchasing two parking tickets where the length of a vehicle means that it overhangs a second bay at its rear). All vehicles must park within a marked bay, however where the length of a vehicles encroaches a second bay then the purchase and display of a two tickets would be required.
3. Any provision of toilet and waste disposal facilities. No.
4. Any provision of spaces specifically aimed at motorhomes and/or caravans. No.
5. Any provision for (or ban on) overnight parking. We have no ban on overnight parking.
6. Restricted access caused by narrow roads/entrances. No.

On 22nd April 2008, in response to a follow-up request, the Council confirmed that the information above remains the same with the following two exceptions:
Marsh Way MSCP is no longer in operation; Lower Warrengate car park has now moved to the old Wakefield Baths site and has a 2.5m height barrier fitted.
